[1] The requirement for a school board policy on the provision of services to students with limited English proficiency is not explicit in federal or state law or regulations. However, both the U.S. Office of Civil Rights and the Vermont Department of Education have indicated that LEP policies are an essential part of a school district’s compliance with nondiscrimination laws as well as the programmatic requirements of the No Child Left Behind Act.
