Policy Governance® 101 for New Board Members

​​​The VSBA will host a one-day in-person training for newly elected and appointed members to school boards that have formally adopted Policy Governance as its governance system. Members of boards that are considering adopting Policy Governance are also invited. â€‹â€‹â€‹â€‹

 Key Learning Outcomes:

​

  • Understanding Policy Governance® as a System — Participants will gain a foundational understanding of what Policy Governance® is, why school boards adopt it, and how it differs from traditional board governance models.

  • Mastering the 10 Core Principles — Board members will be introduced to all 10 principles of Policy Governance® and understand how each principle shapes board roles, responsibilities, and decision-making.

  • Developing and Implementing Policies — Participants will learn how to craft board policies within the Policy Governance® framework, including the four policy categories.

  • Policy Monitoring — Board members will understand how and why the board monitors superintendent performance against adopted policies, and what a compliant monitoring report looks like.

  • Agenda Planning — Participants will learn how a Policy Governance® board structures its meeting agendas to stay focused on governance — not management — and ensure time is spent on high-leverage board work.

  • Board Work Plan Creation — Board members will understand how to develop an annual work plan that keeps the board proactive, strategic, and aligned with its governance responsibilities throughout the year.

  • Board Self-Evaluation — Participants will learn how the board assesses its own performance against its governance and delegation processes, fostering accountability at the board level.

  • Superintendent Evaluation — Board members will understand how the superintendent evaluation process works in a Policy Governance® system — driven by policy compliance and Ends achievement rather than subjective criteria.

  • Role Clarity — A consistent theme throughout: board members will leave with a clear understanding of the distinction between governance (the board's job) and management (the superintendent's job).

  • Practical Application — The training is designed not just as theory, but as an operational orientation — giving new members the tools and confidence to participate effectively in a Policy Governance® board from day one.​
